CEO and Scholarship Chair

Carolyn Mack Frank
Carolyn Mack Frank is the current chairperson and founder of the Viola Cyprian Mack Memorial Scholarship Fund. She is a retired educator, having worked for the USDA, Cooperative Extension Service at four land-grant universities, namely LSU, Southern University & A&M College, Prairie View A&M University, and Texas A&M University. Her proudest accomplishment was securing funding for health-related projects that benefitted underserved populations.

Carla Thompkins
Carla Mack Thompkins, VCMMSF Board Member. Carla served in municipal government administration for 30 years and retired in 2015. She holds a Master's degree in Public Administration from California State University, Fullerton. Education has always been a priority in Carla's life and she actively encourages all young people to pursue a degree or a technical license that will not only empower themselves, but lift their community as well.

Marvin York, Jr.
Marvin York, Jr, VCMMSF Board Member. Marvin is a retired IT professional and is a veteran that served in the United States Army. He is the first born grandson of Viola Cyprian Mack and carries forward her commitment to support higher education by serving in his community, and showcasing VCMMSF to provide a means to those with a desire to achieve. Wayne Mack
Wayne E. Mack has served as a District Attorney Field Deputy with the Los Angeles County District Attorney’s Office for 28 years. During his tenure, he has worked in several specialized units, including Domestic Violence and Elder Abuse, and currently serves in the Community Prosecution Division focusing on chronic truancy across Los Angeles County. He is the Executive Board President of Woodcraft Rangers, a nonprofit that provides after-school programs, mentorship, and scholarship opportunities to students at more than 70 schools in Los Angeles County. Over the past four years as board president, he has helped guide key initiatives that have strengthened the organization’s impact on youth in the community. He earned a Bachelor’s degree in Political Science from California State University, Dominguez Hills and continues to support legislative efforts connected to his office’s work.

Shiela Mcwilliams
Sheila McWilliams serves as the Scholarship Committee Chair for VCMMSF. She is an Environmental Health and Safety Manager with more than 30 years of experience in OSHA compliance and regulatory oversight across manufacturing, construction, and tunneling industries. Sheila is a Certified Health and Safety Technician (CHST) and holds both a Bachelor of Applied Arts and Sciences (BAAS) and an Associate of Arts (AA) degree Sheila is passionate about community engagement and educational outreach and is committed to advancing the vision and legacy of Mama Vi through the mission and work of VCMMSF.

Shianne Reynoso
Shianne Reynoso is a high school teacher specializing in digital marketing and web design. She earned her bachelor’s degree in Liberal Studies from California State University Long Beach and holds two teaching credentials.
With a strong background in both education and industry, Shianne has successfully created and managed multiple social media brands, bringing real-world experience into the classroom. She is passionate about helping students develop practical skills in order to prepare them for success in today’s digital landscape.
